Ready-to-Move vs Under-Construction Flats: Which to Buy?
Content

One of the first choices when buying a flat is whether to buy one that is ready to move in or one that is still being built. Both can be good choices. The right one depends on your budget, how soon you need the home and how much waiting you can accept.

Ready-to-move flats

Advantages
- What you see is what you get. You can inspect the actual flat, the finish and the society.
- Move in or rent out right away. No waiting, no paying rent and EMI at the same time.
- No GST, when the building has its completion or occupancy certificate.
- Lower delivery risk. There is no chance of the project being delayed.

Things to keep in mind
- The price is usually higher than in an under-construction project in the same area.
- The full down payment is due sooner.
- Your choice of floor and facing may be limited.

Under-construction flats

Advantages
- Lower entry price in many projects, especially at launch.
- Staged payments linked to construction progress.
- More choice of tower, floor, facing and layout.
- Possible value gain by the time of possession, though this is not guaranteed.

Things to keep in mind
- GST applies: currently 5% for regular homes and 1% for homes in the affordable category, without input tax credit.
- Delay risk. Possession may come later than promised.
- Double cost. If you live on rent, you may pay rent and EMI or pre-EMI together.
- What gets delivered may differ slightly from the brochure.

Which one is right for you?

Choose ready-to-move if:
- you need a home soon
- you are paying high rent
- you want low risk

Choose under-construction if:
- you can wait 2–4 years
- you want a lower entry price
- you have checked the builder's record of delivering projects

Whichever you choose, check the RERA details (for under-construction projects), get the full cost sheet and visit the site in person.

FAQs

Is GST charged on a resale flat?
No. GST does not apply to resale flats or to ready flats sold after the completion certificate is issued. Stamp duty and registration still apply.

Do banks give home loans for under-construction flats?
Yes. Banks release the loan in stages as construction progresses. Many banks have pre-approved popular projects, which makes the loan faster.

Which is better for investment?
It depends on the project and the area. An under-construction flat can offer a lower entry price, while a ready flat starts earning rent right away. Compare the expected rent and the total cost before deciding.
